Notes from the eve of the Middle East Meeting at Annapolis, Maryland November 27, 2007 By: Rep. Mike Pence
Yesterday I attended a series of meetings here in Washington D.C., with foreign leaders and colleagues in anticipation of today's Middle East meeting in Annapolis, Maryland, and I thought I might pass along a few reflections.
During the afternoon, I joined Sen. Joe Lieberman, U.S. House Foreign Affairs Committee Chairman Tom Lantos and two other Members of Congress for an intimate meeting with Israeli Prime Minister Ehud Olmert.
As many of you know, I have grave reservations about today’s meeting in Annapolis. After reiterating my abiding support for the State of Israel, I respectfully shared my concerns with Prime Minister Olmert. I told him that I believed the primary goal of such a conference should be a secure and stable Jewish State of Israel, with the establishment of a Palestinian State being secondary.
I asked the Prime Minister essentially the same question I asked the Secretary of State in October, “Shouldn’t the goal, first and foremost, be a secure, stable, and permanent State of Israel, as a Jewish state?" I also asked whether the Prime Minister was concerned that the public expectations this conference could create might put Israel under undue pressure to offer concessions which would not be in her long term strategic interests.
Olmert’s responses were candid and direct. After emphasizing his absolute commitment to the security of the State of Israel and his confidence in the United States to keep faith with our longstanding alliance, he defended his decision by saying, “a leader makes decisions by selecting from among imperfect choices.” He said the path he has chosen was based on his conclusion that now was the time and the current Palestinian leadership was the best-suited to negotiate a lasting peace in the region between Israel and the Palestinian Authority. To my concern about Israel facing undue pressure to make premature concessions at Annapolis, the Prime Minister said that the objective of today’s gathering of virtually all the Arab nations of the region and Israel was a “beginning of negotiations” only and would not likely result in any significant negotiations on the terms and conditions of a two-state solution.
Following our afternoon meeting, I joined President Bush, Secretary of State Rice, Prime Minister Olmert, Palestinian President Abbas and about 100 dignitaries for a formal dinner at the State Department. I sat next to former British Prime Minister Tony Blair, now the Special Envoy to the Middle East. It was a night of diplomatic cordiality and superficial charm. Before I left the dining room, I greeted the Israeli Prime Minister one more time with a handshake and a promise. I said, “I will be praying for you tomorrow” and then I said, “we are with Israel” and he smiled and offered a grateful nod.
As I walked past the long line of limousines after the dinner, trying to remember where I parked my 1998 Ford, I reflected on the historic sights and sounds of the day and I marveled at how little they had changed my view of today’s event.
This is a perilous time for Israel. The emissaries of virtually every Arab country in the region and every major power in the world were all cheerfully gathered around the fond hope that Israel will yield to a global desire to see the creation of a Palestinian State.
It reminds of me of the optimistic discussions that preceded Israel’s withdrawal from Gaza just a few short years ago. Imperfect choices often lead to unintended consequences. I kept my promise to the Prime Minister this morning.

Newsmax's Tom Squitieri has a story today on Congressman Pence's efforts to stop federal funding of abortions. Here is are some excerpts:
Planned Parenthood, the largest recipient of federal Title X Family Planning funds, performed more than 250,000 abortions in 2005 alone, Pence says. The organization gets nearly a third of its $1 billion annual budget from the federal government, he adds. “It’s alarming to people,” Pence says. ***
Current law prohibits the use of Title X family planning funds “in programs where abortion is a method of family planning.” Those regulations require some form of separation between federally-funded family planning services and abortions. However, the current regulations do not contain a descriptive standard of what constitutes “separation.” They only require the level of separation to be more than “mere bookkeeping” Pence says many groups take advantage of those vague requirements. “Money is fungible,” Pence complains. “They don’t use that money for abortions, but use it to cover other things to free up money to promote and provide abortions. Separation of accounting records and separation of facilities within the same building is not enough.” Pence points out that his bill exempts hospitals and similar institutions and does not eliminate any federal family-planning funds. “My bill is not about denying family planning funds,” Pence tells Newsmax. “There is a distinction with a difference among many of my constituents, many of whom will support a woman’s right to an abortion but not make [the taxpayer] pay for it.” In seeking strict adherence to the law that keeps family-planning money from funding abortions, Pence says he thinks it is time that U.S. domestic policy regarding aligns with U.S. foreign policy on the same issue. Under the so-called “Mexico City Policy,” the U.S. government precisely restricts funding for abortion providers overseas. “I think we’ve got a large number of members that believe that we should have what amounts to a domestic Mexico City policy,” Pence says.

For Rep. Mike Pence (R-Ind.), it isn't that simple. The pro-life congressman also wants to reduce the number of abortions but said he couldn't support the legislation for one major reason: It sends money to Planned Parenthood, the largest provider of abortions in the country. He offered an amendment that would prohibit federal funds from going to Planned Parenthood. Planned Parenthood receives more than $300 million in federal funding each year for family-planning services. (That's about one-third of the group's operating budget.) The organization says it abides by federal rules that don't allow the group to use the government funds for abortion services. But Pence says that the funds could be used to offset Planned Parenthood's operational costs, freeing up money for abortion services. Pence's amendment failed, 189-231, but mustered significant support, including 20 Democrats who voted for the amendment. Congressional Quarterly called the showdown one of the biggest abortion fights since Democrats took over Congress. Pence told WORLD he plans to introduce the amendment each year, following the example of William Wilberforce, who successfully fought the British slave trade: "He fought slavery and eventually won by taking the profit out of the slave trade." The congressman hopes his efforts will be bolstered by last month's request by 60 pro-life leaders for Congress to suspend Planned Parenthood's federal funding while one of the group's affiliates in Kansas faces a 107-count criminal complaint (see "One for the books," Nov. 3).
